Did he do his EEA3 because you wanted to apply for FLR(M) under UK immigration rules rather than a Residence Card under EU immigration rules? Yes we filled EEA3 form as well and sent it all together. I did mention in my cover letter that he has been here for 5 years so he is automatically Permanent...
